Drivers are exceptionally good at externalising fault for crashes. After all, who wants to admit they've made a mistake, particularly when they can divert responsibility to an external or unknown third party?

As long as drivers are given the freedom to deflect blame for collisions, they will never learn from their mistakes. Cars and weather conditions don't cause crashes - drivers cause crashes. It is essential drivers understand the mistake they have made, and then commit to permanently modifying the behaviour that contributed to or caused the collision.
